Jump/Nav boxes take only a line of code to create, so they don't decrease load times, and since its just a variable link they don't place any additional load on the servers. The most likely cause for its disappearance is that either it was removed by the authors of the forum software and doug/dan updated to a newer version, or at some point they were adjusting settings and deselected it without realizing it.
