You can get AR lowers anywhere from $100 to $1000 but the average retail is probably $140-$180 dollars (this is for a stripped lower). The MSRP that DPMS shows is $179.95 so $130 is a pretty good deal.

Ok so I have been wondering if they do institute a new AWB how does it work if you already own a lower. Is the lower considered the gun and you can still build it up even if they make a new AWB? Can you build it up during an AWB?

Depends.

If they ban "features" any kit you have will have to abide by them. If you can find "preban" parts it might be grandfathered in. Or might not (hard to say unless we can read the bill)

As for lowers, $130 isn't bad, but I have been happy with the quality of http://www.anvilarms.com/c-19-lower-receivers.aspx, the people who made the PAFOA lowers. They do free engraving and it's $100. Shipping and FFL have you right at the $130 mark and you can get a cool engraving on the side (helo kitty or something...(

If the AWB is reinstated as was, the receiver COULD NOT be built into a “pre-ban” firearm. The ban, as was, made it illegal to “construct” an assault rifle. The question is, if you, a private owner of a receiver, were to build a rifle, who would know just when you assembled it? During the first ban, many dealers sold pre-ban receivers, knowing or not-knowing, that the buyer could face jail time if a rifle was assembled. That would be because the dealer had a record of the date of the sale. Prior ownership still made it wrong to assemble, but harder to get caught. BUT, there is no guarantee that a new ban would be the same as the old one. These people are not dumb, just wrong-headed. The new ban, if made into law, will be much harder on us. What if no 2nd Amendment laws were passed, but a $0.50 per round “tax” was imposed. After all, guns don’t kill people, bullets do!! Or more likely, a law requiring every round to have the case and bullet serialized, and if caught with non-serialized ammo in say three years, you’re a felon! CSI wherever, will insure such a law will sail through.

Get the Doublestar lower from budsgunshop.com. 99$ delivered. I built a 16" carbine on one and couldn't be more pleased. The quality is excellent.
