Default Remington Nylon 66

I have this nice easy to shoot rifle but I can not figure out if I really can not lock the bolt back or if there is something wrong. It Seems rather odd to me that I can not Lock back the bolt as this would mean I can not make it safe at a range. Anyone have one?

I don't have one, but I remember having a 22 semi that you had to push the bolt handle in to lock it back.
