Default Why PICS for a new rifle sale?

Lets ponder a question...why can I buy a rifle at a flea market with no paper work, but go to a gun store and I suddenly become subject to transfer fees and PICS background check for a new rifle. I basically know the answer but I just wanna hear some more bitchin' to make me feel better! LOL

Why could people buy all sorts of firearm through the mail prior to 1968 just like you can still buy black powder rifles and even black powder hand guns without any paper work except the green kind today?.

Because all transfers thru/from a FFL requires it.

You can thank the GCA of 1968 for the 4473 requirement at FFL's and the end of private inter-state sales.
You can thank the Brady Act for the PICS check requirement.
Intra-state FTF sales were exempted from both. You can thank the Pa. Legislature for requiring that handguns can not be transfered FTF outside the limited exceptions.

That PICS call and NICS usage info is to be deleted/destroyed after a VERY short period of time by federal law.

Correct.

Just that "buyer is under 21" warning thing scares most Sheriff's in regards to handgun transfers for those >18~<21yo.
