Here's a qualifying statement that's associated w/ the SP-4 mail-in form..

This response is based on a comparison of data provided by the requester in Part I of the form against the information contained in the files of the Pennsylvania State Police Central Repository only, and does not preclude the existence of criminal records which might be contained in the repositories of other local, state, or federal criminal justice agencies.

It appears that PATCH is basically an interface to the PSP's Central Repository which deals with state criminal history information. I don't know whether this incorporates federal crimes of Pa. residents a/o those prosecuted through Pa. federal courts. PICS's coverage seems to be more extensive.

on the subject of NICS checks howcome some shops (usually at gun shows) charge like 50bux for denials or "waits" is there some type of extra paperwork they have to do or is it simply because they lost a sale?

some dealers started doing that at bigger shows in certain areas such as Philly. When you get tied up on the phone with PICS for 1/2 hour doing a background check on someone who comes back Denied and they respond with OOOOH I figured that would happen but I wasn't sure.

At some of the shows The National Guard armory is one, We can end up with as many as 40 denied and research PICS checks over the weekend. You can start lossing Good Law Abiding customers while your tied up on the phone with someone who knows they can't own a gun. If you hang a sign charging 50 bux for denieds you cut the number of crooks who are there to TRY in half.

Is it illegal for individuals who are prohibited from purchasing a firearm to attempt a purchase? - is that why these systems aren't fully accessible to the public?

I think the main reason why the system isn't readly accessible to the public is the system would quickly overload if anyone could use it.

The PICS system is basicly the same system used by police during traffic stops thats why you see alot of outages on Sunday at gun shows. They basicly clean and reboot the system sunday morning and if something goes wrong PICS goes down and most of the time Police will not be able to run DL checks during the outage.

The systems is probably years outdated but TPTB would rather spend the money on more affective agenda's like gun control

Your other question could be better answered by someone like STEVE in pa, but I can tell you we get denied responses accompanied by Fax Us That Paperwork IMMEDIATELY several time a week.
