you can box it up and send it by common carrier just like anybody else .(UPS/Fedex, etc)
you have to be a FFL to use the US MAIL, 03 is C&R right? If so, the USPS can only mail handguns from a FFL DEALER or a Manufacturer. the C&R does not qualify as a dealer license to sell firearms, so you cannot use the US Mail, but can use the other carriers.

nothing special required, just keep the shipping receipt and license copy for your own records in case th handgiun is used in a crime, and they do a trace.
traces go from manufacturer/importer, to distributor, to FFL shop, to buyer to buyer to buyer down the line til they get to the last person. as for shipping, pack it SECURELY and send it the fastest way possible, with full insurance. less time in the system = less time to get stolen, and fast + insurance = good tracking.
