i was just there a few weeks ago--i used the actual public entrance with the guards/x ray machine/metal detector but when i got down the the permit office i noticed this essentially unguarded other way into the building. kind of surprising when you think about it. by the way, does anyone know the chester county courthouses rule regarding civilians carrying firearms? i mean i know obviously i cant carry in the courthouse but do they have a gun check there for civilians?

It doesn't matter. The definition of 'court facility' includes the sheriff's office no matter where the sheriff's office is located.
