The ATF probably made up Substantial Profits like they made up Ultimate Buyer...

It's a way to pass something through court that isn't pursuant to statute, and have it be adopted for the future.

Substantial profits can be without the devotion of time and effort and for reasons other than a livelihood.

The same can be said about buying a firearm from an FFL following the laws of the fedgov and the state, and then selling it intrastate pursuant to state laws which require no due diligence.

Unless you're buying 50+ hipoints a month and then selling them to criminals and they start poppping up in crimes after being dropped. I wouldnt be too worried.

That's really bad advice.
ATF has prosecuted people for a lot less than that, I believe for fewer than a dozen guns. Two would support a prosecution, given evidence of intent.

I agree with Gunlawyer. Even 2 in a 5 day period from the same dealer gets you reported.
