I wouldnt go as far as saying something illegal. Or troll. Sounds funny to me but transfer has to be through an FFL or sheriff. so if he does something wrong it is on his neck. It does sound fishy, odd, unconventional. All I can say is go to the local gun shop and ask them. End of story.

Why would "your friend" need two 9MM handguns...to "look at"? With all due respect, something smells with your post.

Unfortunately stainless steel isn't the material of choice for inexpensive handguns. And unless he has a unique 94 of particular interest, I doubt it's worth two stainless 9mms in firing condition.

Are you aware that transferring two handguns from Pennsylvania to Indiana, and then transferring them to either you or your friend will have a significant cost? Plus, with two simultaneous handgun transfers, it will be reported as a "multiple handgun sale". If it starts off as a cheap handgun to begin with, say a Bryco or Jennings then this will set off alarms in the "machine".

Sounds like your best bet is simply buying the Win 94, and handing your friend's "special need" back to him. If he wants two stainless 9mms and Mama don't, that's his problem.

Have you considered what happens when he does find a compromise with Mama? If she says yes, you have his functional 94 and he's stuck with two crappy non-functioning handguns. Guess who's phone will ring next?

Summary: there's no cheap option for you. Take the high road.

I know that you asked about 9mm's but here are some very realistic looking .38 snubbies that fire blanks

... at a quick glance you can't tell them from the real thing.
