You would have to complete and submit an ATF Form 1 to manufacture a short barrelled rifle. Once the form is approved it must have it engraved properly and then turn it into the desired SBR configuration.
There's no reason for anyone to hold it because until it is approved it's not an NFA item, and when it is it's legally registered to you. Just don't put the short barrel and the stock on until everything is squared away.

Just A Note, *Your engraving must be a Min. of 1/8" High and .003 Deep. And would be your name and city of residence.
Example: John Brown Beavertown, PA
