Yes its to keep it clean.

However 22rf is a horribly dirty round and the lead buildup inside the can is the real problem.

a sealed (aluminum) 22RF can has a limited lifespan. It will eventually fill up and quit working. There are no solvents or cleaning slutions that will remove the lead buildup (there is one "solution" but it eats away at the Al can and creates a hazardous waste byproduct)
