By Vernon OdomPHILADELPHIA - July 16, 2008 (WPVI) -- The Taser, the stun gun, is now in wide use by law enforcement to avoid having to use a gun, and by private citizens who have them for self-defense.
At 7th and Dickenson around 4 Wednesday morning, a man snuck up on a 26 year old woman walking home after parking her car. Police say he hit her in the neck with the Taser, she fell to the ground and the suspect then took off with her purse. A lady who lives just a few yards from the crime said she'll now have to be extra careful when she parks her car.
The victim describes her attacker as a tall male in his late 30's or early 40's. A man fitting a similar description struck with a taser gun overnight Monday morning, just a block or 2 away at 6th and Reed. This time he tasered a young male virtually in front of his home and robbed him before fleeing. Neighbors throughout this community are in a word, stunned. For the record, stun guns are illegal for private citizens to own in Philadelphia, but legal in the rest of Pennsylvania, as long as they are used in legitimate self-defense. If it's used illegally, it's a 2nd degree felony.
Detectives in South Philadelphia are closing in on a suspect. An arrest warrant could be issued as early as Wednesday night. In the meantime, all who walk the streets of that neighborhood should be on alert, especially in the wee hours of the morning.

I don't know, but from the description it sounds like he's using a stun gun, and not a Taser. Not that it matters much, but no flying fish hooks.

You're probably correct, journalist nowadays seem to just cling to words they view as emotionally charged instead of trying to be factually accurate, just read anywhere in the media about how dangerous SEMI AUTOMATIC WEAPONS are.

The only caveat to that is that Tasers can actually be used in what they call contact mode, no flying fish hooks and no serial number confetti.
