Default House Bill 2381

I just read about this in the paper, and I don't understand the logic. According to the Pittsburgh Post Gazette, this bill is meant to get game commissioners who will consider what's best for wildlife as well as socio/economic conditions. They aim to do this by prohibiting former employees of the game commission from serving on the board.
I don't know if I fully agree with what the game commission has been doing or not, but regardless, how does this achieve the goal?? I'm sure there are a lot of very good, level headed employees of the game commission who would make excellent board members.
If they want to change it, make the board elected, rather than appointed.
