Don't give them an ID because you obviously don't carry your driver's license while you're walking. Any license suspension will then have to trickle down once they try to prove you have one.

Isn't the only obligation under arrest for crime and to have expectations of not hanging out in jail while waiting for trial creating the expectation you will show up for court/plea/whatever? I.e., name and address should be good enough. DOB is a worrisome line that would allow them to move quickly prove you have a license...someone would have to chime in...

however, doesn't any suspension require a hearing?

The contractual nature of the DL makes me want to do research on the constitutional right to travel VS licensing.

If you choose to fight a suspension PennDot will give you a hearing.

I am beginning to get the feeling that their are safeguards you can take to prevent civil contracts from binding you to things that were not made clear when you signed the contract. In essence you're asserting that you are only bound by common law and not commerical contract therefore violation of contractual obligations (non-crimes) such as speeding, failure to produce ID etc. cannot apply to you. Some lawyers seem to know alot more about this than others. Start by checking out the Uniform Commercial Code (UCC).
