Anyone had problems getting Form 4's signed at the sherriffs office in Chambersburg??

A "Form 4" is a Tax Paid ($200) application and registration of a NFA weapon. Either a machinegun or a silencer.
The application requires the signature of the local chief law enforcement officer certifing that there is no local (state or municipal) restriction to the ownership of a NFA item.
Some LE's seem to think it is up to their personal discretion if you should be allowed to own one and won't sign it.
