Yes, I am correct:
http://www.nraila.org/statelawpdfs/PASL.pdf They do a NICS check if you buy at a shop but resident to resident sales/transfers are exempt. You can also check the PA website, but this was fastest. I thought I would help you in the sale. Best to you and yours.
