in all reality i'd think OC in philly would be the easiest place as there is a citable code that says you need a LTCF to OC in a city of the first class.. So as long as you have your LTCF it should be a nonissue.. Not saying it would happen that way, but none the less its the only part of any PA law that references OC if I remember correctly.

No person shall carry a firearm, rifle or shotgun at any time upon the public streets or upon any public property in a city of the first class unless: (1) such person is licensed to carry a firearm; or (2) such person is exempt from licensing under section 6106(b) of this title (relating to firearms not to be carried without a license) 18 Pa. C.S. §6109. Licenses. (a) Purpose of license. - A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle throughout this Commonwealth. Commonwealth v. Hawkins, 692 A.2d 1068, n.4 “In all parts of Pennsylvania, persons who are licensed may carry concealed firearms. Except in Philadelphia, firearms may be carried openly without a license. (Only in Philadelphia must a person obtain a license for carrying a firearm whether it is unconcealed or concealed; in other parts of the Commonwealth, unconcealed firearms do not require a license)” Ortiz v. Commonwealth, 545 Pa. 279; 681 A.2d 152 (1996) "...in Philadelphia County, the legislature requires that a person must be licensed to carry weapons openly and not concealed from sight, whereas in all other counties of Pennsylvania, weapons may be carried openly without a license…”

Statkowski, dont for a minute think I dont understand that, that law exists. What you're missing is that with the Pittsburgh Police, that law doesn't matter, they will take you to jail and then you have to fix the mess; which you definitely will be able to. But what is proving a point worth to you$$?
And it's not that they need taught a lesson, this has actually happened more than once; so proving a point wont work for the future. Believe me, if I could afford to move out of the City, I would be long gone. Pittsburgh is in many ways like a Third World Country. If it were up to me, on every street that crosses the City line, there would be a sign that says, "If you didn't grow up on the other side of this sign, turn around and run like Hell". |

Bad guys don't walk up to leo and snatch their guns because they feel like it. LEO gun grabs happen most often because of the struggle that ensues when a LEO tries to detain/arrest a crook. IOW, initiated by the LEO. IMO, It's not a good example to use regarding civilian OC and it doesn't prove any "huge advantage" to concealing. JMHO. Really only a minor point. No need to get huffy. To me the advantage of concealed carry is there's no way a BG knows where the gun is or most important that there even is a gun; that takes all issues of any gun completely out of the picture and cant possibly put any ideas in his psycho mind. Verses out in the open where everybody can see and you may very well have both or the wrong hand occupied with something while some psycho, desperate BG opportunist takes advantage of the situation. I dont know how anybody could not see the advantage of concealed carry over open. |

lest everyone who reads this thread think everyone who lives in pittsburgh hates it, i don't. i actually really like living in pittsburgh.
also, there are several stories on this forum of people open carrying in pittsburgh without getting hassled...though there are also stories of people being told by police officers that they cannot open carry. i generally do not open carry because i like to carry concealed for my own personal reasons, but i would not be afraid to open carry in pittsburgh and have on a couple of occassions without incident. |
