Thanks everyone.

shermdo I live in Upper Darby, I went to them first, they only do it for employment purposes. They asked me what it was for, I have a problem with "fibbing" so I told them. The detective went in the back, came out said thier policy is for employment only, he also said he called the PSP in my county and they wouldn't do it either, and forget the DELCO Sheriff.

I also asked this question on the DELCO forum here and SteveXD suggested trying the Chester County Sheriff, about a 45 minute drive from where I am. So this morning I wrote to Chief Deputy Moyer of the Chester County Sheriff's Office. My letter and his responce follow.

My name is Bill *****, I am a resident of Delaware County, PA. I have a valid PA License To Carry Firearms (LTCF). I've recently taken a class, and passed, to obtain a non-resident Utah concealed firearm permit. The Utah permit allows me more reciprocity with other states than our PA LTCF does because of the training requirement to obtain the Utah permit. I live fairly close to the State of Delaware, which is why I want the Utah permit, Delaware has a reciprocity agreement with Utah, PA does not, and I find myself traveling into Delaware quite often. As a law abiding citizen I'd like to be able to not leave my protection home when heading to Delaware.

Anyway, the reason for this note is I am having a hard time finding a local law enforcement agency to fill out my fingerprint card for the Utah permit, my local town, the Delaware County Sheriff and even the Delaware County barracks of the PSP all have declined to provide the fingerprint service I need to complete my application.

A friend has suggested contacting your department. I'm told the Chester County Sheriff is second amendment friendly.

So my question is, would you provide the fingerprint service I need for this permit even though I am not a Chester County resident? If so, where may I go, and what hours are available? Any weekends?

We will be happy to do your fingerprints for you. You may come to our office Monday thru Friday from 8:30a.m. to 4:00p.m.
Our Office is at 17 North Church Street in West Chester, PA which is directly behind the court house located at High and Market Streets. When you come in our office off Church St. the Firearms Unit is the first door on the left hand side of the hallway just inside the door. I am copying this reply to the Corporal, Deputy and Support Staff that work in our Firearms Unit so they are aware of your request. If you would like to contact them before hand they can be reached at 610-344-6984.

(Watch where you park in West Chester tho....they are really into writing tkts for parking violations....I have first hand knowledge ;-( )

no kidding! kudos to chief moyer....if you run into him, ask him to run for some state level office so we can all vote for him.

I was going to suggest trying Chesco Sheriff's dept., they are very high speed and don't treat you like a criminal when you go in there for a LTCF renewal or a LEO signoff for NFA items. They had my prints done in duplicate in 10 minutes for my ATF form 4, they also take a nice passport size photo if you want convenient one stop shopping.

Only downside ... parking in West Chester is not fun.

I am VERY impressed with the response that you received from the Chester County Sheriff. IMO that is how all SO's should be conducting business and serving the citizens of their respective counties. West Chester is not too bad of of ride either.

Try a place that does Passport Photos! There is one place at 2nd and Chestnut Streets in Philadlephia that does it.

Yep you're totally right .... about most of it, I found a parking spot a block away, first time by. The only snag was I didn't have a check on me, but they suggested a place a block away for a money order. $10.00 (plus 50 cents for the money order) for the fingerprint card and photo, great place and yes, very friendly & fast. Makes me wish I lived in Chester County instead of Delaware County, (aka little Philly) Nice to see a law enforcement agency respect our rights.
