A couple of years ago, the Fairfax, VA police were going into bars and arresting people for public intoxication. Never could understand that since they were not in public they were in a bar. They justified that saying it keeps drunk drivers off the road.

The "Public" is not out on the streets; if that bar is open to the public, they are drunk in public. Though it is a little nasty to go to a bar and bust people for drinking.
