Don't put quotation marks around "Yes, it's legal!". Lately, people have been using quotation marks for emphasis (which you've already done by use of italics,) instead of using them to indicate a quotation, or to use them to indicate that you're referring to a specific word or letter in the context of the sentence, which are really the only times you should use them. (And the last use is sometimes done ironically.)

An example of the first would be:
* Richard Nixon said, "The American people have got to know whether or not their President is a crook. Well, I'm not a crook. I earned every penny I have."

An example of the second would be:
* Johnny does knows his alphabet, although he sometimes forgets the letter "q".

Or

* I just got some "free" stuff from the Devil.

Sorry. Pet peeve of mine.

Also: Commonw. v. Ortiz should be either underlined or italicized. You should also provide the case citation (e.g., 123 Pa. 456 (2001)).

Also: all of the URLs should be underlined, for consistency's sake.
