Much of this is already in Title 18 Section 505 justification. Judges should be included in the definition of "law enforcement"
The "unlawful and forcible" is a big problem. The issue is "unlawful entry" for example, if you fall asleep forgetting to lock the door, you then have no defense!
Why not create the presumption in favor of the non-felon?
In any event the word "forceful" harms citizens and helps criminals.
